      CIARC Members that have not forwarded their dues for the 2016 calendar year were automatically removed from the roster at midnight on March 31st. Dues can be forwarded to the Treasurer, Bob Renn, by mailing a check to:

    3. McCall Trail Running Classic [Ray Montagne - W7CIA]

      Jeremy Humphry and Brandi Boli Humphrey, of the McCall Trail Running Classic, attended the June Meeting. No course changes have occurred, and last year's communication plan will be applied to this year's event (with updated position assignments). Participant roster information will be provided in the week prior to the race, and this will be made available to aid station communication volunteers. Position assignments will be made prior to the July CIARC meeting.

    4. Field Day [Jeff Lappin - KG7YUV]


      EVENT DATE: 25-26 JUNE 2016

      UPDATED NOTICE - 20 JUNE 2016

      Jeff Lappin advises that there has been insufficient interest to commit to a full Field Day effort at Roseberry. Instead, Jeff, and interested Amateur Radio operators, will be scaling back the effort and moving to Jeff's QTH. Please see Jeff Lappin's contact information at the bottom of this agenda item if you require more information.

      Field Day will occur on June 25-26, 2016, and runs from 1800Z on Saturday through 2059Z on Sunday. That is 12:00 noon Saturday through 3:00 PM on Sunday. The location for Field Day will be at the Roseberry Museum (just east of the corner of W. Roseberry and Farm To Market Road, east of Donnelly).



      A location for the Field Day event has been secured in Roseberry. A preliminary assessment shows the location to be free of electrical noise.

      Field Day is a social event, emergency preparedness exercise and public relations event, and pseudo contest event, all rolled up into one activity. The event runs continuously over a 24 to 27 hour period (depending on when the station is set up).

      Field Day is also an excellent opportunity to gain High Frequency (HF) operating skills, and to build skills in traffic handling. The goals are to:

      • Set up a station in simulated emergency conditions (usually battery, solar or generator powered)
      • Work as many stations as possible during the operating period. Each contact is a structured traffic message that consists of passing:
        • Field Day Operating Class
        • American Radio Relay League (ARRL) Section (i.e. Idaho)
        The information received from the other stations must be recorded in a log.
      • Working stations involves avoiding working the same station multiple times. This is called duplicate checking, or DUP CHECK. This skill has direct application to contest operation.
      • After the close of operating hours, the station must be dismantled.

      Participation in Field Day requires coordinating equipment (i.e. radios, antennas, generators, etc.) and a roster of participants ahead of the event. Field Day can be one of the most fun events that is available and many clubs achieve high levels of participation. Please contact Jeff Lappin (KG7YUV) to express your interest in participating.

    5. 4-Summit Challenge Bicycle Race [Larry Scarborough - KG7WWI]


      EVENT DATE: 30 July 2016
      EVENT WEB SITE 4-SUMMIT CHALLENGE

      Larry reported that the South Fork will be closed from 8:00 AM to 4:00 PM. No vehicle traffic will be allowed on the South Fork during the closure period. Volunteers must be on location prior to the closure period.

      Event staff has added two additional aid stations and are requesting communications at these locations. CIARC has requested updated latitude/longitude positions for all AID stations so that Fresnel projections can be performed to determine if communications may be possible at these aid stations (delivery of position data is pending).

      A briefing will occur approximately 1-week prior to the event (TBD).

      The Valley County Search And Rescue trailer will be the Incident Command Post for the event, and will be manned by both VCSAR and CIARC members.

    6. Highway Cleanup Schedule [Richard Wagner - W7ELE]

      This event had previously been scheduled to occur on May 21st, but due to a scheduling conflicts, has now been moved to 8:00 AM on July 9th.

    7. W5YI-VE Testing & Schedule Revision [Ray Montagne - W7CIA]


      EVENT DATES: 6 AUGUST 2016
      10 SEPTEMBER 2016

      The remaining dates for previously scheduled W5YI-VE testing sessions had been:

      • Saturday, August 6th, Cascade EOC
      • Saturday, November 5th, McCall First Idaho Bank

      When conducting test sessions, the VE Team is supposed to be able to offer to the successful examinees, the opportunity to test for a higher class license. In order to fulfill this obligation, it is necessary to have three Volunteer Examiners that hold an Amateur Extra class license present for the exam session. Because our winter time VE staffing has only two active Volunteer Examiners that hold an Amateur Extra class license, we have been unable to offer this testing. We have also had to turn away CIARC members who wish to upgrade. Both situations are unacceptable. In order to enable the proper fulfilling of the obligations of the FCC and VE rules, the November session will be moved up to September, to coincide with the availability of Volunteer Examiners that hold an Amateur Extra class license.

      The remaining dates for scheduled W5YI-VE testing sessions has been revised to:

      • Saturday, August 6th, Cascade EOC
      • Saturday, September 10th, McCall First Idaho Bank

      The published schedule will be updated on the web-site.

    8. Meeting Venue Change [Richard Wagner - W7ELE]

      The May meeting saw discussion on moving the meeting to the First Idaho Bank, where a larger venue, that includes wireless internet access, would then enable the club to hold presentations on various Amateur Radio technologies. One question that was posed was whether any pre-emption of a CIARC meeting could occur.

      Richard reports that meetings can be preempted at First Idaho Bank. Richard is exploring other options, including Mountain Life Church. For the time being, there is no change in venue.

    9. Valley County ARES [Larry Stokes - N7IBC]

      Larry reported on Valley County ARES member activity during the most recent Idaho ARES District 3 Exercise. From this exercise, several members expressed an interest in receiving additional training, including topics that included the use of Prowords and the ICS-213 form. Larry is planning monthly Valley County ARES NET activities to fulfill these requests and other training topics. The first of these will occur on Wednesday, June 15th, at 7:30 PM.

      Larry also reported on an effort to engage the Red Cross, and the use of Icom Radios provided to all St. Lukes Hospitals in Idaho, to further cooperation and support for manning radio equipment during both exercises and emergencies. Larry is attempting to work through difficulties in coordinating with the Red Cross and other served organizations.
